Commodore 64 Help!

heyo all, so i found my dads old commodore 64 a couple o days ago, and i got a new fuse for the transformer today, i then set it all up to my tv, and got to channel 36, and what happens is that i get a light blue screen with a light red border, is thi normal? as the manual says nothing about it and i've no idea how to do anything
