Hi!
I want to share this hardware piece with you:
A software core for the C64 it's possible, see a microcontroller-based emulator replacing 6510 on C64 board.
Also, as emulation is not limited to 6510 I added a Z80 emulator for Dual-Core C64 running cartridgeless-CP/M.
