Pet 2001 start up display

I just bought a pet 2001 with the chicklet keypad. When I turn it on it displays:

B*
PC IRQ SR AC XR YR SP
. ; C329 E62E 71 01 00 04 F8
.

Several keys are not working so I can't test it otherwise right now but I would like to know why the normal "commodore basic" message is not displayed.

The problem is the rom chips. This unit has the 6540 basic 2 set and I was able to borrow a basic 1 set to test it. Would the ram/rom board I've read about be a solution ? Where can I buy one ?
