Polls for Guests, Topic Icons, Restructuring

Well that was a good mornings work:
- Guests (non signed-in users) are now able to take polls - These are filtered based on IP address so you can not vote twice
- There is now an ICON bar at the top of every new thread so you can choose one if you wish
- I have removed the CATEGORY, category from the forums so that navigation is simpler
(i.e. BOARD INDEX, CATEGORY, {FORUM NAME} has been replaced with BOARD INDEX, {FORUM NAME}
