Updated Forum to Latest Build of PHPBB

Hello All... and a happy new year to you!
I just blew the last 2 hours upgrading the forum to minor builds to the most current version.
In addition to a few fixes, it is supposed to be notably faster... it looks about the same to me.
Please let me know if you detect any weirdness.
